Ruby On Rails + HTML + CSS = ?

Question

I learned probably half of ruby? or 3/4 atleast? So I started learning Ruby On Rails, is it basically SQL? Well I have a little knowledge of HTML and very little on CSS Is that enough if I learned Ruby On Rails to make my own Website with chatbox and stuff like that with only using those 3?

Try to make websites, progress bars, menu bars, Different designs, where as you can make games with html. Best of luck.
