How Can I start Developing app( especially mobile apps) ? For example- which programming language to learn, which engine or such to use etc.

You can start with C# and use .NET Framework on Visual Studio on your computer. You can make softwares that could be interacted by the user and the best part it is visual! So if you were good at designing, it would be a good point for you!

I agree with Divyaja Kakarla , start by learning how to leverage Arduino Studio. You'll be better off with Java. However, you may also find some frameworks where you can use python to develop mobile apps. Happy coding!
