Which programming language is best for making an animation???

Any language supporting graphics can work but you want the best.
By how you tagged the question and your sololearn profile, it looks like you know something about HTML, CSS, PHP, and Python. If you want to make an animation and have an introductory knowledge of HTML, PHP, and Python, I would recommend a mixture of HTML and JavaScript.
Python works fine but the knowledge to make the animation would be less transferable to other projects or something you could get hired to do. Python doesn't let you make animations unless you install extra packages like PyGame and python itself. Making it with HTML and JavaScript can also let you run it on any smart phone or computer without installing anything. Web browsers are immediately on all modern computers and smart phones which are all you'd need.
