In context with Python or any programming language, in general, passing generally means providing arguments to a function. For ex. Python has an in-built method to get the sum of items in a list. So, in the function sum, you need to "pass" a list. sum(my_list) Similarly some functions can restrict the type of parameters they can accept by raising errors like TypeError.
