What is the good way to plan a great design of website?

Question

Using HTML ,CSS and JAVASCRIPT to design a website it is so rich and applicable but my question is to get a professional page you have to map your whole website...
The steps to plan the website.

Before you start to write a line of code, define what your user should do and see for the service you are offering him.
Define the different pages, try to draw them to have an idea (i often do that on excel)
Check how your user will move from page to page... not only the usual way but every path he can path
Which link and form should there be and to which page they will go?
Are there pages missing?
Some pages could be unified throught ajax or other tools but it is a good idea to know where you are going first.
Then you should ask if you can do this with existing plateform and if not which tools.should you use to build it
