Well I don't seem to find remembering bits of CSS under a time-controlled environment to be useful.

Actually this whole memorization thing is pointless. One search and you'll be directed to a lot of online guides. That's how I make my codes. I might have made my code with as much as 90% of the code that I had learnt just to make this code.

I really feel that learning on the spot, and through searching, helps more.

There has been little progress in quizzes in general but I would say that CSS quizzes might not the priority of the developers right now.
