Can you create a simple 'news banner' in CSS?

Hi guys, I would like to make a banner using css, a bit like the ones you sometimes see at the bottom of a tv screen.
For example->
Upcoming events: [ongoing event list from right to left, with clickable items]
I guess it should be possible to do this using the negative translate value. Does anyone have experience with this? Any tips?
