Any laptop will do. I often see people coding on raspberry pi's, which are $20 computers.

Coding doesn't depends on laptop types. You can use any laptop. We do coding on any IDE or Text-editor not on laptops. But it should be of high configuration now like minimum 8GB RAM and good processor.

I can suggest you OS:
I've done well with Windows 10, but I've heard that Linux has some advantages for programmers.

Any laptop is best for coding but there should be good processor, if you are in developing field of compiler or any language then MacBook is best
