So simple! my opinion is one who has ability to hack(hacker) does hacking,and the non-hacker doesn’t know hacking!
Even more simple terms if you have a resource you will make use of it.
Eg. If you have a vehicle you will make use of it rather than wasting it to turn into rust!
Hacking is a skill! And to keep tat skill alive you need to practice it,you need to hack in order to practice!

I will broadly classify the hackers to two category.Black hats and white hats. What most people understand when they hear hacker is black hat hacker.

Black hat is a hacker who hacks and steals vital information and use it for his profit. THIS TYPE IS ILLEGAL

white hats are good guys mainly working as penetration testers and ethical hackers.They are employed by a company to ensure security.They hack and pass the vulnerabilities to the respective companies and they get paid.

So next time when u hear hacker make sure whether he is black hat or white hat.
