C++ Internet linking

Hi, guys. I have one pressing me question. I was trying to find smth in google, but with no consequences according to my question.
So, the question is:
For example, i wanna write some program on c++, which would require Internet connection ( let it be messenger). So, how can i do it? I mean connect it to the Internet. Let it be the simplest messenger just for 2 people, don't go into details of the program, the main interest is in the connection to Internet. Thank you beforehand!
