Coder needs help how do i comment or message them about their code?

exactly what is says. im on desktop and cant find where to comment or message them. i saved the code but that didn't help him

Comment on his/her code. The comment button should be on the same bar as the thumbs-up-down buttons.

On web-site, so on desktop, unfortunally you can up-down-vote, but not access comment ( neither read nor write )...
