Yes... Good practice is to reserve use of JS for adding functionalities that user will not miss if he doesn't have JS for 'simple' website, opposite to 'web app's, which require JS to be usable...

simple web design this two is enough, but high user interaction web page this not enough .so learn js, jQuery
