That's a good idea but how to make questions generic and language independent might be a bit of a challenge. On the other hand, maybe examples from different languages could be used and some specific knowledge about different languages assumed of the players.
I think there would be a "free quiz" type, which could have short brain teasers, quizes about arbitrary programming languages and other programming related quizes, that aren't limited to just 1 programming language.

It easy to have different implementations of the same data structure, some efficient, some are not.
