What's hybrid app development with web languages?

I see things like phonegap, appgyver steroids, do these IDE'S already have native codes to port the website to the different development platforms? And if not then how does it generally work?

As far as I can tell, it's some sort of "wrapper" that wraps your html in a web view.
In other words, the app it provides basically is a web browser set to display your app.
There is probably a bit more to it, but that's the general idea, I believe.
