Does repetition of challenges promote rote-learning [memorization] in students who compete in the challenges?

After completing about 200 challenges, a learner will have encountered the same question on the average 10x over, which results only in recollection of facts and necessarily learning.

not so much in html as in other languages which required logic and algorithms... and plenty of math

A repetition will help transfer knowledge to long-term memory, but by far less repetitions are needed, than what is done if you frequently do the same challenges. According to my experience it goes somewhat like this: https://code.sololearn.com/cBsq5rYsIB1A/?ref=app
