Windows 10 Python 3.7 Command Line Problem

- I have added the python director to PATH - Python commands work in Git Bash but only work in CMD if I’m in the Python directory - I’ve installed Django and VirtualEnvWrapper but neither Git bash nor CMD allow me to create a virtual env outside the python directory Please Help
