I hear there's free alternatives online, but yes, you do technically need to run Apple software to make Apple software. I know, it can get expensive. You're best bet would be getting a mac mini ($500--4GB RAM), or a macbook air. Also, check refurbished stuff. It usually is perfectly fine while the price is dropped. If you need something basic, you can get something discontinued for 1/2 the usual price. To start programming though, take the swift course, get a free Apple ID (developer.apple.com), and start saving up for that macbook (or whatever you pick). But to encourage you, there's a huge business in Apple software. Usually Google Play developers get money by advertising, but iphone and mac owners can pay for quality, no-ads software.

If you want to experiment and learn MacOs go to Tonymacx86.com or insanelymac. Peope there will help you to build a hackintosh , you just need to buy compatible hardware. Hackintosh will help you to learn a lot about system programming and how the Mac operating system works, a good deal about device drivers and many parts of macos are open source!!. https://opensource.apple.com However if your goal is to be an app developer buy a mac :)

if you mean to develop app without major issues so yes you should have Mac, I tried all the possible solutions nothing worth a Mac, Virtualization have lags even with 24 gb of ram and I5 skylake, you will always need a Mac to compile the apps with xamarin and Hackintosh most of the time will give you drivers error. On a recent Mac you will save time
