Web designer seems not to be to popular

I noticed that programming trumps html,css,js but I come on here to learn web design but it seems alot of the community is driven more toward programming

According to data from job agencies now, designers are studying html, css, as many impose their own layouts. In Russia, all fronted people should be able to impose layouts, even if they write algorithms js. I myself studied the design before the layout after it became easier to work with layouts.
