<nav> Usage

Not all of the links in a document should be inside a <nav> element. The <nav> element is intended only for major blocks of navigation links. Typically, the <footer> element often has a list of links that don't need to be in a <nav> element. Question: Is this true that where-ever we have a bunch of links we must use <nav> and no matter that where are located these links ? Thank YOU.

No. Nav is not required. It is however useful, and recommend for creating menus, such as primary, secondary, and auxiliary navigation, as it sets the menus apart from other code for easy reference, and can serve other purposes as well.
