How Object.getPrototypeOf() works?

Question

I've a little bit of information about it, but I don't understand why to use?
I understand Object.setPrototypeOf() well.However they don't similar as I imagine first time.
I need just to understand it well and know why to use.

I wrote the question twice because SL these days has multiple problems.It works worse ,and not just with me.
