Chat program and making a nice website

I want to make a nice web site and chat to that web site. How do I do it? I'd be very happy if you could help me.

I would suggest finsihing HTML, CSS, and JavaScript first. Then for the chat, you could use PHP and a database (I’d suggest SQL). There are many other options, but definitely get a grasp on the first 3 before anything else
