modules?=built-in fuctions

There is a function in some module can't build it by a function using a combinations of built-in functions ? (in case of Python)

Numpy, the built-in functions can be customized if there are functions/classes/errors available in the module. And in setup.py/License.MIT/APACHE/(idk what it is) There might be some copyrights in a module that can be customized in a built in function.
