As a friendly note.
Upvotes actually give XP's in Q&A forum(answers) so yes it does give XP

If the person asking the question marks an answer as best, automatically every upvote on that answer(including self vote) increases the persons XP by 1.

So saying "It doesn't" is partially wrong.
But answers which gets you a badge gives you XP
