I don't kjow much about that but i think android studio is a good selection.

With "hybrid" as "write once and run in all systems": try Ionic or PhoneGap frameworks. With HTML, CSS and JavaScript you can write applications "cross-platform". For specific Android NATIVE application development: use Android Studio, with Java and/or Kotlin language. Also Xamarin (w/ Visual Studio) allow the cross-platform development for native Android/iOS/Windows applications using C# Language.
