I'm sorry if I'm wrong.. but I think the original Tower of Hanoi already satisfies the first rule... Does it fail in some case?
Or is using the fourth rod the challenge?

with 5 disks we begin to build a tower of 4 disks in ToH.
but in ToS two towers of two disks will do it.
disk - > rod
1 to 2
2 to 3
1 to 3
3 to 2
4 to 4
3 to 4
5 to 2
so after 6 moves disk 5 is moved.
might be 15 in ToH.
