The question is not clear, you want to start an escrow service? . From my understanding on how escrow works that is a whole system you need with a database support, front end and alot of scripts.
But not to worry, if what you want to know is if it is possible to build with the languages then yes. But you would need to have some stable foundation with the programming languages to implement it from the idea.
