W3.CSS usage

Question

Hello, I have been working in my Web developer portfolio and have been using the W3.CSS stylesheets/framework since it has easy to implement components that are very simple to use and to style, I was wondering how this compares to Bootstrap and if it is advisable to use in terms of speed and accesibility. I read that it has a little advantage over Bootstrap since it does not use Javascript and this improves SEO optimization.
