I'm not exactly too familiar with Linux Mint, but have you tried running the command as admin by using sudo? From my understanding of Linux, that should run whatever command you need to run as an administrator so it might be helpful if permission is the issue 🤷‍♂️ For clarity, the command would then (probably) be: sudo pip install pandas
