First of all, a likes function would require more than just html, e.g PHP or any other server-sided language - unless likes a private like to have the thing being find easier, then you could make use of JavaScript which is as easy as using the script tag in html, and make use of document.cookie, I hope this answers your needs regarding a function for likes.
And you may want to check IP for duplicate but this could be spoofed through proxies or VPN's, but there's nothing you can do about that.
And I am not sure if I understand what you mean with a scrolling function...
Please elaborate regarding this so called "scrolling function".
