Firstly, there is motivation. if youre not interested in tech then you may not be motivated to stick to learning code. The person may However be motivated by some higher goal such as being able to make their ideas come true.
Secondly there is aptitude. Someone interested in tech may or may not have an advantage in learning to code. Afterall just because you are interested in something doesnt mean youre good at it. What matters is your ability to learn effectively which is it self is a domain general skill.
