I want to use a wordpress shortcode in anchor tag of html

Question

I want to get value (phone number) from a wordpress shortcode and use it in this anchor tag href link:
<a href="https://api.whatsapp.com/send?phone=[wpuf-meta name="WhatsApp"]"> send message</a>
But unfortunately the WordPress shortcode doesn't work in anchor tag, so can anyone help me In this coding...
Tried using PHP, but got confused as not good at PHP!!

In the WordPress post...
The shortcode is working when I use it without any link!!
It gets the authors phone number
