Rgb notation has been available since CSS1. But HEX is elder.

hexadecimal is just a concept of representing numbers, namely in base 16. Popular are also binary numbers (base 2), octal number (base 8) and our decimal numbering system (base 10). So the concept of representing numbers with different bases is there for a long time. E.g. from wiki: „The traditional Chinese units of measurement were base-16“. According to wiki the RGB color space has been primary experimented with in the 1860s, related to photography. So in the end the traditional measurement system of China might be several hundreds of years old, so base 16 number were used for a long time. The concept of RGB for representing colors in additive color spaces is there since the early experiments of photography. => Base 16 (HEX) was first then RGB.

I don't see the difference. You can specify a color in RGB AND using hexadecimal numbers, right?
