I have some knowledge of html, css and java! How can I make a website public and set my computer as server? Should I buy a hosting and domain name? Why should I buy a domain name? Can I create a website from 0 on my own for free? Thank you!

yes you can. in my opinion use any kind of dyndns service. if you dont need unique domain, find free hosters.
