WordPress. It is very popular and it's getting better with every update. It has great usability, simple to install and use, tons of themes. You can use it to create anything: from a landing page to e-commerce websites.

As Igor commented, WordPress is very popular and a solid choice. It's based on PHP which is now actually rather good with PHP 7 (version 5 was slow and clunky). Another alternative which is good is Django which is written in Python. It can handle anything you can throw at it as long as you can code it. The benefit of WordPress is that it's now in a place where you can build websites with very little code needed. Most other CMS will need a fair amount of coding to configure and customize.

In terms of performance I'd choose ghost. It's way faster than WordPress for example, especially on low hardware. You might not have as many options and tools as in other CMS, but probably everything you need (at least for a blog). Ghost is also highly customizable. It is written in JavaScript (node.js) and requires a Linux server, preferably with Ubuntu. https://ghost.org/
