It's not a simple task to do. Images are quite complex.
Neither C nor C++ has builtin algorithms to such stuff, but you can google for libraries that help you and provide functions and classes.
The philosophy of C and C++ is to only provide things and make them as default if they really are default, and are needed to the good-work of the language. Containers algorithms, random generated numbers, strings et cetera.
