I think which O/S isn't what you should be so concerned about, if you were to create Windows application you use Windows, same with Linux, and Mac.
A good program is a good program, and so is a bad one, despite of which system they target, and either one can be written under any O/S, it's the man/woman behind the keyboard that counts, not much of the keyboard itself : )
P.S. I don't know but doesn't this type of discussion be better on your post? it's kinda opinionated topic.
