I wish to submit a contest!

Contests are hosted by Sololearn (the administrators of the application) itself. Therefore it isn't possible for everyone to start a contest. By the way, if you have an idea for a contest, then send it to Sololearn at [e-mail] or by using the in app feedback feature.
They might host it later if they like it with special mention to you. 😉

You cannot do that. Although, you can make assignments for other users using the lesson factory. *Fingers Crossed*
