Try to google for "color schemes" and you find some decent schemes.

If I may, there are several sites which can assist in helping you choose a color pallet for a website. The way I do things is, I pick an initial primary color that I like. I then take the color code for that initial color, and I head on over to http://paletton.com/ There I input the primary color I want to use and let the generator come up with some complementary colors that would work well with it. Alternatively, you can go to a site like https://coolors.co/ and just keep hitting spacebar till you find a set of colors you like.

If the content is light then background should be some dark - not black entirely . And if the content is dark then bg should be light

i think you can use the color of your choice. But sometimes you can mix color using hexadecimal value.
