My question is, Is it better to develop website from scratch? or are there any ready templates (store bulider)provided in the internet with monthly or yearly fees like freewebstore? , and are they trusted to use with no problems after using?(store builder i meant)
please can u help me , because i am beginner in this field

Currently I'm building one with Stripe, but I really recommend using an eCommerce platform like Shopify, Woocommerce, or even Magento, etc.
Making one from scratch, even when you know what you're doing, is just a headache with security issues and running transactions down the line. Minus the entire shopping experience and it would be fine but otherwise its best to save yourself and your business the trouble.
