Coding application for CSS?

Im about to start studying CSS, what are the best application(s) to use when coding with CSS and can i use notepad?

For android I have used anWriter. Its decent. People usually suggest AIDE Web but I never used it so cant say anything about it. For PC I like brackets, used Aptana but it was bloaty for my needs, Atom was good but required too much setup and plugins for what I needed. I like brackets mainly for its simplicity and live editing

VSCode becomes more and more popular today. So, I recommend you to try it.

And yes you can use notepad, just save your css as a .css extension
