It's a little different than others. Toptal will personally call you before you can join.

It's like seeking a job. It required a resume.

Toptal gets you better gigs, but be mindful of their contract. They changed it in November (almost a year ago) and it's very unfair now and I wouldn't be surprised if there was a class action in the next couple of years because of it. Just speculation of course.

Upwork has their legal stuff more together. The downside is it requires more strategizing on the freelancer's part to get good gigs.
