Build a blogspot theme

hello everyone, can you tell me step too learn how to build a blogspot theme. I want to build a blogspot theme for my girl because she is a blogger but still not happy with her blog.

i've learn basic html and html, basic css, and basic js. What should I learn next? thank you :)

Knowledge of Foundation, bootstrap, materialize or semantic ui can ease your task. I suggest Foundation.
I assume you are building template. You can get idea how to build template and get some inspiration by looking source code.
And one truth, I know many programmers who only convert(not a simple task!) WordPress' popular theme into blogger template and very successful! You may already know both has completely different formats.
