C++ is not a pure OOP language, we can still write codes using procedural approach, Java on the other hand, requires *almost* everything to be in OO paradigm.

Apart from that, I personally suggest that you don't get so concerned about people's recommendations, try them both, or even try some more languages, and see which comforts you, suites your style, purpose and preferences, it will be YOU who codes eventually, so I guess YOU make the decision, in the end : )
