Laravel seems to be popular these days, but it depends on what you want your website to do. Frameworks are just tools. Each are optimized for a different set of tasks, much like a saw, hammer, wrench, or screwdriver are. You might need to use any or all tools at some point during a project.

It's depend on your requirement. Larval is most use framework now. For bloging and other small stuff you can you WordPress.

FYI - Bootstrap is a front-end framework. PHP is a backend programming language. I don't forsee any overlap between them at this point.
