Do I need a physical server(such as turning old laptop into one) for a website or is there another option and what is it?

Website needs to be hosted on some server. This can be one you physically set up but most people will use a company like Amazon or Microsoft to host there website . There are a lot of free options out there, github will host static website and heroku will host dynamic ones
