Hi, if you are a beginner in creating app, I suggest you to use AI2 (App Inventor 2). You may also use kodular or thunkable to create app. They are very ease to use and it's like connect the blocks together, just like Scratch. You can add some features in the app. It's user friendly and they are user interface! And the most important is, you don't need to have a lot of programming skill, u just need to think logically and join the blocks together! After you have finished created the app, u may publish it as APK file or AIA file and download it! But they are supported only in Android device.

If you need application for making app, in case you have computer with at least 8MB ram and at least 4MB available space in disk, I suggest to download Android Studio.
in case you don't have computer or computer not good enough, I suggest to download Java N-IDE for Mobile device, it has IDE for Android and a tool for Android developing.
