CMSs often don't require much programming knowledge (e.g. WordPress) but their limitations can be frustrating for those who know how to program. You can try them first. Frameworks are for programmers. You can try those later -- at least once you've got a good handle on HTML, CSS, and JavaScript.

CMS stands for content management system. This is a application that is supposed to manage content in another application. Like te text content of your blog web application. A framework is a "skeleton" of code to which you add your own code. This "skeleton" is supposed to manage features for you behind the scenes. This usually simplifies the development of applications significantly. What features it exactly manages depend on what kind of framework you use.
