Problems getting apache tomcat to work on my eclipe, have eclipse SE and added EE and WTP plugins. Cud I hav missed a plug in?

Question

I want to start getting into jsp, jsf but been struggling with eclipse and tomcat.
I was thinking of getting a fresh copy of eclipse ee cud that work?
the error I get: 'could not create the java virtual machine .
a fatal exception has occured. program will exit
I am using tomcat v 8.0 and also v 9.0
can samone pls tell me of what plugins are needed when coming from eclipse SE.
I have jdk 10 on my system I assume the jre comes with the jdk.
pls pls I need help!!!
