I think this can't be answered as easily as it seems, because surely: html is not a programming language but you still have to understand basic logical structures, so it's still a part of computer science, and if we could agree with the point that a Website is a special kind of program, then a person who just writes html code is on the same position as the person who creates the ui in “normal“ software who's in some projects also called a programmer, so i think it's a problem of definition, so it depends on the company you work in and how they define it.

No. I think, they are HTML coders. Not front-end developers, because they should know Javascript and at least one JS framework.

I would say that just writing pure HTML doesn't make you a programmer, as it is not a programming language, but a markup one.
This is due to the fact that it does not have loops, conditionals or any other structure that programming languages do have.

Basic HTML is writing markup, no real programming is involved. However, very few if any web developers write strictly HTML markup. Occasionally you will have a designer doing basic HTML markup and CSS, but even they will generally do basic scripting also.
Web developers will almost always do some programming, such as JavaScript and or PHP. Developers who work only on the scripting and HTML side are typically referred to as Front-End web developers. If you are working exclusively on the back-end (server side), then you are generally referred to as a Back-End web developer.
Someone who works in both back-end and front-end might be referred to as a Full-Stack web developer, although there are varying opinions on what makes a web developer truely full-stack.

yeah for sure. A web developer creates web pages using some programming languages like HTML, CSS, javascript, php etc. The one who uses a programming language to create something is a programmer. Hence, web developer is a programmer.

If you do Assembly, C, C++, Java, Python, Ruby, C#, JavaScript, PHP or any other PROGRAMMING language on regular basis in your projects - then you are a programmer.
If you do CSS, HTML or other any markup language on regular basis in your projects - then you are not a programmer, you are a web designer.

My understanding is web developers are more connected to the design and programmers to the function. My computer concepts instructor says technically you are a programmer just knowing html and css, but most people in the field wouldn't consider you as such. I know html, CSS, JavaScript and PHP and I don't really consider myself a programmer.

In my book at least a programmer is someone that codes (Whatever you want to call it) in a language that is at least isn’t markup.
