You have to start with HTML. The order of learning is HTML->CSS->JS->Jquery->PHP

HTML* as basic Web development language and for design the web, you also should youse CSS* this is mainly for better design.

Designing is more than knowing how to code! Designing a website is the creative part : what the website is going to look like. To know this, you actually have to do a whole research for the client and deside the looks based on the audience the company wants to have, other company’s wishes, branche etc. There’s also the part of knowing what colors/fonts etc. to use and why, where to put different kinds of functions in the website and why, then make a list of how you want the links to link and know whats in the menu, make a stylesheet and eventually draw the idea (wireframe) and put an example in a drawinglike program (Photoshop, illustrator etc.) and present it to the client. Actually, the only reason why a webdesigner needs to know a little about how to code, is because the person needs to know what developers (the people with more code skills) can and can’t do. (And that’s because webdesigners usualy don’t make the website itself, maybe a part, but that’s all! They do often work together with graphic designers and web developers etc.) Information like the stylesheet, examples of the website and things like that go to a developer, so he/she will know what to do. + those things can be useful for yourself, just to go back to your main idea.
